While transactions over the internet, along with phone/mail ordering are growing so is the capability for fraud. CNP transactions carry with them an increased exposure for fraud and loss to the merchant. Transactions that are completed with the card present, when the card is swiped and approved, if fraud occurs the card holder is liable for restitution. In a transaction without the card present and the transaction is approved, if fraud occurs, the merchant is liable.

• Do not authorize a transaction without receiving a valid expiration date. Lack of an expiration date or a valid expiration date is often a sign that the customer does not have the credit card present.

• Do not authorize a transaction without receiving a proper card security verification number. This is the 3- or 4-digit code on the front or back of the credit card, called the CVV2 by VISA, CVC2 by MasterCard, or CID by American Express and Discover.

Trigger event:

Beginning October 1st the highly debated Durbin Amendment went into effect. As a part of this legislation merchant services fees “swipe fees” have been capped.

One proposed benefit is for small business owners, helping them to overcome outrageous card swipe fees. With the Durbin Amendment card swipe fees are required to operate at a lower rate. Merchants can see nearly a 65% decrease in interchange costs meaning a $50 transaction that costs $0.68 in interchange cost $0.24 since October 1st. Merchants are able to apply surcharges on purchases made with either credit or debit cards.

It is predicted that consumers may see prices lowered because of the swipe fee cap. However, the lower prices aren’t a guarantee because merchants have the opportunity to pocket the savings. This applies to retailers in smaller competitive sectors while many companies in larger competitive sectors are more apt to lower prices to an extent that is noticeable to consumers rather than keeping the savings.

Thinking it is just pennies?  Can’t amount to a big difference?

The drop in ‘swipe’ fees or interchange fees amounts to an estimated revenue loss of more than $20 billion annually in the banking industry. For Chase Bank the cap is expected to cost the bank $1 billion a year in revenue. Associated Bank is grappling with an estimated loss of $18.9 million per year. The new cap applies only to larger banks, those with $10 billion or more in assets. Associated Bank is the only Wisconsin headquartered bank that reaches that threshold. Although, merchants may capitalize on the competitive disadvantage and pressure smaller institutions to also institute a ‘cap’.

The merchants got a ‘treat’, the banks got a ‘trick’….but the story doesn’t stop there………

Of course those banks are not just going to absorb this loss, no more than the average merchant is going to pass the whole savings onto consumers. Chase Bank is currently field testing, in Northern Wisconsin, monthly debit card charges of $3 per month. Bank America proposed a plan of charging $5 per month. Wells Fargo has started a pilot program in some states of a $3 debit card monthly fee. A representative of Associated Bank likes a plan to encourage greater debit card use…….thus increasing fees earned. Other banks such as PNC, Harris, and U.S. Bank are still looking for ways to recoup their loss.

We’re hearing from people at check-out counters throughout the country that paying with your phone is a little like magic. Just look at the ecstatic reaction on the faces of our friends who made their first Google Wallet purchases last Thursday.

Today, our partners American Eagle Outfitters, The Container Store, Foot Locker, Guess, Jamba Juice, Macy’s, OfficeMax and Toys“R”Us are rolling out an even better Google Wallet experience. For the first time ever in the U.S., at these select stores, you can not only pay but also redeem coupons and/or earn rewards points—all with a single tap of your phone. This is what we call the Google Wallet SingleTap experience.

With Google Wallet in hand, you can walk into a Jamba Juice, American Eagle Outfitters or any other partner store. Once you’ve ordered that Razzmatazz smoothie or found the right color Slim Jean, head straight to the cashier and tap your phone to pay and save—that’s it. You don’t have to shuffle around to find the right coupon to scan or rewards card to stamp because it all happens in the blink of an eye.

The Offers tab in Google Wallet has been updated to include a new “Featured Offers” section with discounts that are exclusive to Google Wallet. Today, these include 15% off at American Eagle Outfitters, 10% off at The Container Store, 15% off at Macy’s and an all-fruit smoothie for $2 at Jamba Juice. There are many more Google Wallet exclusive discounts to come, and you can save your favorites in Google Wallet so they’ll be automatically applied to your bill when you check out.

Organizing loyalty cards in your wallet is getting easier too. Today, Foot Locker, Guess, OfficeMax and American Eagle Outfitters are providing loyalty cards for Google Wallet so you can rack up reward points automatically as you shop. More of these are on the way.

One more thing—in response to user feedback, we’ve improved transaction details for the Google Prepaid Card with real-time transaction information including merchant name, location, dollar value and time of each transaction. Here’s what it looks like:
